2025 New Shipping Regulations: U.S.-bound

Confused about the new shipping rules for your U.S.-bound shipments? Use this handy resource to help you understand the latest regulations from the United States Customs and Border Protection Agency (CBP).

Important Update for U.S.-Bound Shipments (Effective May 2, 2025)

Any shipments entering the United States from Canada that contain items with a Country of Origin of China, Hong Kong, or Macau are no longer eligible for duty-free entry.

While only the affected items (those originating from China, Hong Kong, or Macau) within each shipment are subject to duties, all items in the shipment must be properly declared and labelled with their Country of Origin. A 10-digit HTS code is required for all shipments subject to tariffs/duties and for non USPS services for non tariffed shipments.

If your shipment includes items from China, Hong Kong, or Macau, depending on the shipping method you choose, U.S. Customs and Border Protection (CBP) may impose additional requirements (see section ‘Postage Options’).

Duties on these items must be paid either:

  1. At the time you purchase postage (DDP), or
  2. By your customer upon delivery (DDU).

Please ensure your shipments are compliant to avoid delays or unexpected charges.

FAQs

Find the answers to the most commonly asked questions related to all these changes.

What if I don’t know the country of origin?

What if I don’t have the manufacturer information?

If you do not have the manufactuer informatioin then the only postage options available are DDU postage options: Chit Chats International Tracked, Canada Post Tracked Packet USA or Canada Post Expedited Parcel USA.

I only updated the country of origin in the shipment details (on the platform/Chit Chats account) – why is my shipment not updated?

Consequences of Misdeclaration

Misdeclaring puts everyone’s business at risk. Yours, Chit Chats’ and other entrepreneurs’ like yourself. U.S. Customs and Border Patrol spot checks shipments at the border. One misdeclared shipment can and has resulted in the immediate turnaround of an entire truck, affecting thousands of shipments and causing extreme costs and delays.

What happens if I drop off a shipment that doesn’t meet the shipping requirements?

  • $1,000 CAD administrative fee
  • Disposal of misdeclared goods
  • Potential suspension or termination of your Chit Chats account
  • Refusal of U.S.-bound shipments by Chit Chats
  • If caught at the border, potential CBP fines & bans – up to $50,000 in civil
